“Derzhzovnishinform” Experts have done an innovative research

State-owned Entity “Derzhzovnishinform” (DZI) have done the research of the administrative and management structure of the Ilichevsk Sea Port Authority of The Ukrainian Sea Ports Authority (USPA), in particular, of the efficiency of making the management decisions regarding public procurement.

The joint efforts of the two state-owned enterprises started in the summer of last year, specifically, on June 25 the Memorandum of Understanding and Cooperation has been signed between SE DZI and SE Ukrainian Sea Ports Authority (USPA), approved by the State Secretaries of the Ministry of Infrastructure and the Ministry of Economic Development and Trade with the purpose to enhance the level of efficiency and quality of managerial decisions. Consequently, the Agreement of cooperation has been signed after negotiations, with accordance to the law of Ukraine “On Public Procurement”.

Bogdan Dubas, the Director of DZI, noted: “The objective of our companies was to make expert research of the management decision making in public procurement which will lead to improvement of financial and economic indicators of the company, save state funds”

Based on the research new opportunities were discovered for improving the system of decision making in procurement, as well as, implementation of innovative procedures and processes hereof.

The work of DZI experts was highly appreciated by the administration of SE USPA, moreover, it was highlighted that enhancement of public procurement, document and document flow revision, the introduction of new policies etc., are of vital importance for the seaports of Ukraine and for the whole industry of procurement.

SE DZI is planning to continue to render such services in designing and implementing policies, upgrade skills of employees involved in public procurement of other big and institutional entities irrelevant to the form of incorporation, however, target state-owned enterprises to mitigate the risks related to public procurement, save costs, reduce time for tenders, and harmonize other related issues.
